Published

on

Online Education: Manuism and Moneyism

The Corona pandemic crisis is currently raging around the world. The beginning of this epidemic was mysterious and no one knows the end of it. Rumors about a mysterious start are distracting people from the main battle against the Corona. Yet the optimistic world is wandering in the dark. Learning from each other’s experiences by mistake. The world has learned many lessons from this crisis. One of the lessons is the ‘weakness of governments’.
As India is the world’s largest developing country, the situation here has caught the attention of most people. People are stunned to hear the heart-wrenching stories of the workers and farmers here. After discussing many differences, there is no other option but to work together. In such an emergency, it is natural for the general public to have expectations from this government. The government seems to be trying to solve the problems of the people. But is the government’s policy and destiny right for this? This is a real question that has come up with a variety of problems in many areas. The main problem is the problem in the field of education. Looking at this issue, one has to know whether the government is serious enough. Recently, the central government announced a financial package of Rs 20 lakh crore. This announced program clarifies the direction of the government’s policy. That is the privatization of the public sector. The education and health sectors are no exception. In his fifth day press conference, the Finance Minister made some announcements regarding education. A national debate should be held on whether the government’s efforts are sufficient to address the issues that have arisen in the education sector during the Corona crisis. People should use Chatusutri while doing that. The reality of democracy is that the present government will remain in power till 2024, despite the lack of experts in various fields. Therefore, people should use the four pillars of support-dialogue-struggle and coordination.
The Corona crisis has affected elements in the education sector around the world. Of course the student is more affected by this. According to UNESCO, the corona has stopped the education of 126 crore students worldwide. Of this, 32 crore are from India alone. The number affected worldwide is 72 percent of the total students.
Therefore, the government needed to pay special attention to the education sector affected by such a large scale. Basically, this should have been a financial aid package. That is the basic fault of the government’s debt package. The Finance Minister announced the PM E Vidya program on education issues. The University Grants Commission (UGC) also issued some orders last month. Although the Corona crisis is deepening, the government is unwilling to change its policy towards this diverse country. A government that speaks the language of a dictatorial system of “one leader, one flag, one party” re-declares dictatorship like “one class, one channel, one country, one digital platform”. This is the culmination of insensitivity and insensitivity. All schools, colleges and universities are closed due to corona. This has raised concerns about the future of students in the community. Since education is a “concurrent list” under the Constitution, it is impossible to implement any policy or program without the consent and cooperation of the state governments. Why is it shown that the government does not know this? At least here we have to raise some objections to the central government’s announcement on the education sector.
First of all, this plan is like tiger without teeth and claws. Because when making any government announcement, financial funds have to be raised behind it.The Finance Minister has not mentioned any financial allocation for education sector programs. An example of the government’s reluctance to invest in the economy is the central government’s allocation of Rs 99,300 crore for education in 2020 out of the total budget. This year, it has been reduced from 3.5 to 3.3 this year instead of 3.5 last year. Therefore, first of all, the central government should announce it. The government and some other objections are raised. That is, the government is pursuing its own hidden agenda using the Corona crisis. E-learning is not applicable to science and technical education courses in which the presence of teachers and experts is required. The government’s policy on online education has remained part of the new national education policy. This national education policy is anti-people, pro-privatization and capitalist. The education of the poor will be eliminated through this policy. So it is safe to say that the government is only introducing online education in the Corona era. This is exactly the old policy of the government. Due to the federal system in India and the fact that education is on the concurrent list, has the Central Government consulted the State Government before announcing these programs? This question is unanswered. The last factor that makes the state government leave is the teacher. The government did not even bother to trust these teachers. Education is a multidimensional process. In e-learning, the full burden is placed only on the learner. The UGC itself issued the orders last month. About 25 per cent of the educational work is ordered to be done online through e-learning. In this, the study of social media like WhatsApp is supposed to be the basis for teaching. This is sure to lead to the promotion of private, untrustworthy, security-threatening social media companies. Past experience shows that Paytm was promoted by the government in the name of digital transactions after the announcement of denomination ban. The promotion of private companies in this manner is a dangerous step that is expected of global capitalism and opposes the human values-based education system. When students learn in a community in the company of teachers and educational materials, the reinforcement of learning is achieved by achieving lofty values. Through this process, a citizen with a national character emerges. Online one-way learning cannot be an alternative to this. Online learning is to some extent a useful medium for students in universities in exceptional circumstances. It is of no use to school level students. Mental and physical health problems are on the rise among children taking online classes on mobile laptop computers. Especially the problem of visual impairment has to be faced. According to ophthalmologists, dry eyes or allergies, eye irritation, headaches and vision problems can occur. Also, constant stress on the eyes can affect memory. Mentally, there are also symptoms of increased irritability and aggression. Internet is an essential medium for e-learning online learning. Without the guidance and control of teachers, when the government will open the internet to children or even make them accustomed to it, how will it protect the children from the obscene things on the internet, porn sites, internet crime? The government has no policy for this. I did a study tour of China in 2011 at the invitation of local organizations. At that time, the professors there showed us using the Google search engine. At that time, such offensive things were not available on Google, nor were porn sites. This is because the filter Google is used there. The Chinese government has allowed Google to enter the country on the condition that it excludes such objectionable things. Does the Indian government dare to impose such a precondition on multinational companies? In order to teach children in schools, education experts at the state and central level prepare curricula according to the mental and physical age of the children and the curriculum is taught under the guidance of teachers in a controlled classroom environment. Run e-learning, online learning; He is not opposed but it should be under his guidance in front of the teachers.
It is a form of obstruction of education of political content which is expected of a single language-culture and power without considering the different geographical, cultural and social diversity across the country. India currently has a record-breaking unemployment rate of 27 per cent. Online education will not produce skilled people who are employable. From this we will give birth to a young generation who are unemployed, unskilled, without human values. Moreover, if we continue to teach through online education, we will see many teachers becoming unemployed .Because the main role of teacher will be gradually eliminated from the education sector and all the responsibility will be given only on technology and computer. Another danger posed by online education is that the poor, backward classes and girls will lag behind in education. Only those who have money in their pockets can get education in the education market. Education will be commercialised. Students have to play the role of customer. The principle of social justice enshrined in the Constitution will therefore be upheld. Phule-Shahu-Ambedkar, Mahatma Gandhi, Vivekananda, Bhagat Singh, Rabindranath Tagore and other great personalities have considered education as a means of personality development and social transformation. Is considered a tool to inculcate human values. Education can make or break a nation. The Indian Constitution also expects a similar noble intention. But setting aside this noble purpose, the central government is narrowly interpreting education as the only means to create the cheap and enslaved, skilled, working class that the capitalists expect. This is reflected in the renaming of the former Ministry of Education. The Ministry of Education is now known as the “Manpower Development Department”. Sports, culture, art are the main topics that make a difference in a child’s lifeIt will have no place in e-learning, online learning. The government will set up a Higher Education Promotion Commission in the higher education sector as part of the national education policy. It will be divided into four sub-divisions namely Control, Recognition, Funding, and Academic. The government has no rationale for bringing in a new structure. The government, among other schemes, has allowed 100 leading universities across the country to launch online courses from May this year. Now who will decide these top 100 universities? So far, people’s experience of government has shifted to private universities. An example of this is the awarding of the Best University Award by the government to Jio University when it did not even exist. In the last few years, the government has cut back on funding for government-run universities, such as central and state universities. There is a sense of dissatisfaction among students and teachers and education experts about the government.
Many ministers in the government seem to support religious education. There is distrust in the Dalit, tribal, minority and women sections of the country about the policy of the government. The government is responsible for this. The myths in the Mahapurana are propagated as history. Dozens of ministers in the government speak out against the scientific approach. Therefore, the method of critiical thinking and such an environment is not available in the educational world at present. Therefore, it is not certain that the government will provide the expected secular education to the Constitution. Therefore, whether it is a national education policy or an e-learning program, there is ample scope to cast doubt on the government.

Richard Stallman, a scholar in the United States, is the father of the free software movement. He is an expert in the field of computer hardware and software. According to him, no one should have a monopoly on knowledge. So the software programs they have created are open to the public. They are not tempted by money. If tempted, he would be richer than Bill Gates today. Companies such as Microsoft, on the other hand, forced people to buy their various software by making these licenses mandatory. The reason for referring to this here is that large companies like Microsoft around the world are negotiating with various governments to sell their products for profit and in order to increase their profits. The Indian government has also been under pressure from such international capitalism since the adoption of the GATT agreement in 1991. This government implements capitalist supplementary programs. Therefore, it is necessary for them to implement the policies of globalization, privatization, liberalization. Many foreign universities and international schools are in talks with the government to open up the education sector to private companies. India is a large consumer market. Multinational companies have an eye on this market. So the central government has been making this effort since 2014. Globalization has been defined by the World Bank and the International Monetary Fund. Accordingly, the government should reduce its interference in the public sector and keep it open to the market. The same thing applies to the education sector. That is why the government under this pressure is reducing the government expenditure on education. Even small countries like Cuba, Norway, Sri Lanka, England, Germany spend 7% to 12% of the country’s total income on education. In a country like India, however, the proportion is negligible. It never went above 4%. All these principles are against the Indian Constitution. Even by 2020, we have not been able to make the whole country literate or reach out to all children. As a result, many children are out of school. Those kids can’t read, they can’t do basic math. In such a scenario, imposing e-learning policy in a country like India is not only in the interest of the people but also in the interest of the capitalists. According to government figures, only 11.80% of schools in the country have running computers. The required electricity connection is available in 55.8% of the schools in the country. In March 2008, Union human resource Development Minister Prakash Javadekar announced the ‘Operation Digital Blackboard’ scheme. What happened next is not yet known to the public. The same will happen with ‘PM E Vidya Yojana’. According to the 2017-18 National Sample Survey, less than 15 per cent households in rural areas of the country have access to internet. A total of 13 per cent people in rural areas can use the internet and 8.5 per cent women can use the internetIn such a scenario, the unrealistic strategy of e-learning online education can be costly to the public.
Such an educational policy is a step taken without considering the socio-economic background of the general population in India. It is impossible for the general public in the country to have access to useful technologies for e-learning at home. The idea that learning education will reach students through smart phones in just a few lakh homes is ridiculous. In India, the dropout rate is around 30% up to class VII and 50% up to class X. The proportion of students pursuing higher education is only 11 per cent. Given the dire social conditions of the people belonging to various backward castes, tribes and tribals, education is still far away for them. Many schools in India today do not have proper classrooms. In many villages in India, internet is not available in the villages. Computers, smart TVs and even chalk are not available. E-learning will be a mirage in a situation where there are no trained teachers where computers are available. This policy is called “Manuism and Moneyism”.
For this, the government should give up its stubbornness and take appropriate steps. In formulating all the educational policies of the government, it seems that the government will have a prosperous and self-reliant middle class. Don’t they care about the poor? The government should use a different option. Instead of online education, the government should use education through internal assessment, projects, exercise games. Only three days a week in a class 5
This can be seen after the month of August by experimenting with a batch of 10 children observing social distance for 3 hours every day, using masks, sanitizers and calling another batch of 5 to 10 students for another three days to fill the class. Moreover, it would be beneficial for the government to solicit some suggestions from various local teachers who are creative. Where complete governmentalization of the health sector in countries like Germany and Cuba made it possible for them to overcome the corona. Due to the privatization of health in India, we have had to endure innumerable pains, many lives have been lost. If we have really learned a lesson from this, let us insist on nationalization in areas like education and health, no matter what the government is.
